Problem Description:

4188465 tooltalk patches 104428-07 and 104489-08 cause resources to be 
	    ignored
Incorporated from previous revisions:

    4172128 dtpad creates hundreds of dtpad -server processes
(from 104554-02)
    1199005 dtpad has security hole
    4024518 SEGV when closing either of two dtpad windows
(from 104554-01)
    1223630 dtpad fails with TT_ERR_PROCID the process id passed is not valid
